This meeting will provide a clear, timely overview of the policy landscape shaping our industry — from state‑level regulatory activity and legislative proposals in Sacramento to federal priorities emerging from Washington.
About Our Speakers:

Faith Borges - CAHIP Lobbyist
Faith Borges is a seasoned lobbyist providing professional advocacy services before the California legislature and regulatory agencies. She specializes in representing clients in the insurance, public entity liability, and business management sectors, including both small businesses and Fortune 500 companies.
Faith is an active member of Sacramento-based lobbying coalitions, working alongside industry leaders such as the California Chamber of Commerce, the California Coalition on Workers Compensation, the California Association of Health Plans, and the California League of Cities (CalCities), to advocate for both public and private employers. She has represented the California Agents and Health Insurance Professionals for over nine years.
With over a dozen years of experience in government affairs, including eight years as senior lobbyist, Faith has a proven record of impacting key legislation. During her combined tenure as a legislative staffer and a legislative advocate, she has successfully passed numerous bills on healthcare, transportation, privacy, safe housing, and business management. In addition to championing favorable legislation, Faith is also highly effective at amending bills or stopping harmful legislation that could impact her clients. Her ability to navigate complex political landscapes ensures her clients’ interests are well-protected.
She earned her Bachelor of Arts degree in Political Science from the University of California, Santa Barbara, and later completed a graduate certificate in Applied Policy and Government as a California Senate Fellow at Sacramento State University.

Janet Powelson - Compliance Manager, EPIC Brokers
Janet began her career in benefits compliance in 1995 as a Human Resources Manager. In 2002, she took another human-resources position, this time in the insurance industry. She began providing benefits compliance services, including providing wrap SPDs and preparing signature-ready 5500 filings. She then authored and designed an employee benefits resource guide for her clients.
In 2004, Janet joined Sitzmann Morris & Lavis and was soon promoted to Compliance Manager. With impeccable efficiency and attention to detail, she now focuses on educating EPIC’s teammates and clients on legislative and industry news via virtual meetings, live and recorded webinars, email updates, and newsletters.
In 2014, Janet earned the Chartered Healthcare Consultant® designation from The American College. She has been representing our industry as a member of the National Association of Benefit and Insurance Professionals (NABIP) Mental Health Working Group since 2020 and became Chair July 2025; the California Association of Health Insurance Professionals (CAHIP) legislative council (2018–present), CAHIP VP Legislation as of July 2025, and the CAHIP Mental Health Task Force Co-Chair (2023 – present). She served as the President of CAHIP - Golden Gate from July 2022 – July 2024 and was Legislative Chair from July 2019 – July 2022. As of July 2024, she is a member of the NABIP Legislative Council and the NABIP Region 8 Legislative Vice Chair.
While attending the National Association of Benefits and Insurance Professionals (NABIP) 2020 Capitol Conference in DC she received the Legislative Achievement Award. In 2022 she was awarded the CAHIP William T. Robinson/M. Lloyd Baum Spirit of Freedom and Legislative Excellence Award.
Janet is an outdoor enthusiast and flutist and supports various arts and environmental organizations. Janet earned a Bachelor of Arts degree in Political Science from the University of California at Berkeley.
